"An improved economy, better working conditions and environmental protection – these were some of the numerous benefits of a 'free trade' deal promised to the working people of Mexico. Maquiladora plants – foreign-owned companies at Mexico's northern border that import materials in order to transform and re-export them – were already in operation two decades before NAFTA was conceived. NAFTA was intended to aid in extending the investment and trade benefits previously reserved for the maquiladora industry further into the rest of the country. This trend, to locate away from the US-Mexico border, and into cities further south, has created a form of 'desert capitalism'. The changes in technology and labour practices anticipated in the 'second wave' of modernization have not really taken place, nor have the majority of Mexican workers benefited."
